Any selection from the appeals board granting or denying a petition for reconsideration or affirming, rescinding, altering, or amending the original findings, buy, or selection following reconsideration shall be created by the appeals board instead of by a hearing officer and shall be in composing, signed by a majority in the appeals board customer
